Since the n3ds has a perfectly capable NFC reader, I don't see why it wouldn't be able to, but the ctrulib API only seems to support loading amiibo data. Is there any way of reading raw data? And to write as well? The o3DS nfc reader was hacked a long time ago, making it possible to simulate the NFC reader with a cheap USB "IR blaster" – so in fact the o3DS has the edge over the N3DS there.
